Mr. Jackson M. Kibocha serves as the Municipal Manager for Rumuruti Municipality, the administrative heart of Laikipia County. With his leadership, Rumuruti has undergone a significant transformation since being granted special municipality status in 2019. Under his guidance, the town has benefited from substantial investments, including Sh113 million from the World Bank's Kenya Urban Support Programme (KUSP), focused on infrastructural development such as improved roads, street lighting, and urban planning. Kibocha has been instrumental in positioning Rumuruti as one of the fastest-growing investment hubs in the county, emphasizing sustainable urban growth despite its rural roots and population of around 5,000.

A visionary leader with extensive experience in municipal governance, Mr. Kibocha is committed to fostering balanced development in both urban and rural contexts. He has highlighted the town's evolution from a modest rural township to a clean, planned urban center with essential infrastructure, making it an attractive destination for investors, agribusiness, and eco-tourism.

Role and Responsibilities

As Municipal Manager, Mr. Kibocha drives Rumuruti's strategic initiatives, ensuring alignment with the County Government of Laikipia's goals. His key functions include:

  • Acting on behalf of the Municipal Board to execute directives and manage operations during board intervals.
  • Preparing and presenting annual revenue and expenditure estimates for board approval to support municipal programs.
  • Building alliances with civil society, the private sector, and community organizations for collaborative development.
  • Overseeing the preparation and distribution of annual reports on municipal activities and accomplishments.
  • Serving as an ex-officio member of all board committees.
  • Supervising all municipal departments, coordinating activities, and enforcing the Municipal Charter, by-laws, and applicable laws.
  • Exercising authority over appointments and removals of officers, employees, and committee members.
  • Administering by-laws, resolutions, contracts, permits, and budgets; appointing and supervising staff.
  • Organizing administrative structures, managing utilities and property, and promoting intergovernmental cooperation.
  • Encouraging community engagement in policy development to build a strong sense of local unity.
  • Delegating tasks while remaining accountable for subordinates' actions.

Mr. Kibocha attends board meetings without voting rights and has no authority over the board itself, ensuring a clear separation of executive and oversight functions.
